Where is the best beach in the Philippines? Or best beach in Pacific ocean? ANY IDEAS?

I want to go their with a group of people for two weeks. I would like hot nice weather, beautiful water, cheap ON the beach cottage(prefer not hotel purhaps hostel tho) a resort would be nice if it was cheap and it had extras like massages, etc. I would like it to be able to sit on the beach and relax. snorkling maybe? ANY IDEAS????
maybe mexico?
also it has to be good in december

    SRI LANKA is the place to visit
    National Geography channel recently rated Sri Lanka as the 2nd best tourist destination..
